EA holds the licensing permissions, while Bioware originally created the content. This seems to be the typical scenario. OP, could you provide additional details? The image appears to originate from a teaser material.

EA produces games themselves, while their contracted developers handle production. If Bioware successfully completed Inquisition, I’d appreciate them returning to KOTOR to create another title.

Bioware (EA) is probably the one to handle it, though they appear hesitant because of their MMO, The Old Republic. Talking about The Old Republic, a new expansion is coming up that focuses on Revan. Disney doesn’t seem interested in the “extended universe” and prefers it disappear, making it very unlikely they’d allow anyone else to develop it.

This won't occur unless EA runs out of funds. Also, it's been a long time since BioWare released a solid title. After all these years, they won't hand over the project to Obsidian.
