I recently upgraded to a Ryzen 5700X3D CPU and an XFX 6800 GPU.
When using 3DMark I, I see 100% usage on both the GPU and CPU.
Q1 — Is my CPU limiting my GPU performance?
Q2 — Should I lower the CPU voltage?
Mobo: msi x470 gaming plus
CPU: Ryzen 7 5700x3d
GPU: XFX 6800 Swift
RAM: 32gb 3200mhz team group ram
CPU cooler: ID cooling a620 pro se
Windows 10

Just a guess since my results aren’t as strong as others on the same hardware. I also believed the 5700x3d might be too much for the 6800.

It's really hard to compare your setup with what you see online, especially when others create videos about it. Even if your equipment matches, your software setup will likely differ.
Does the speed meet your expectations?
If yes, just keep it as is.
