Are stuttering problems causing you a lot of stress?
I'm experiencing micro mouse stutters and frame drops. The problem appears only in normal startup, not in safe mode. I've ruled out the mouse itself by testing other devices and reinstalling drivers. My system specs are i7 8700, Rx 560, 16 GB DDR4 RAM, Asus Prime B365M-K. I notice cursor freezing and frame skipping when using the mouse while browsing or working. Attaching a video link helped clarify the issue—when it jumps to the next frame after skips. I've used DDU to uninstall AMD Adrenalin, reinstalled the driver, and even updated to Windows 11 23H2 but the problem remains. Safe mode doesn't fix it, though it's not present in games like Valorant. Disabling startup apps didn't resolve anything. OCCT checked my hardware for errors with no issues. All drivers are up to date, including chipset. I'm unsure if a service is causing it. In safe mode there are only about 40 services running, compared to around 130 during normal boot. A clean boot tried too, but the issue persists. Disabling the GPU driver didn't help either. This situation is really frustrating and I don't know how to proceed.

tried all possible solutions, but the issue remains even in clean boot. It only appears when safe mode boots. I verified everything, ran a memtest, and everything was normal.
