You moved from Maxwell to Turing and tried safe mode to reinstall drivers. If everything is clean, it might be a CPU or memory issue.

but the cpu isn't fully utilized at 100% during v-sync. Is it still able to cause a bottleneck? Thanks for the quick response, family matters.
