Is the ARCTIC Freezer Xtreme Rev 2 sufficient to handle the cooling needs for overclocking an Intel i5 6600K? When using the NZXT S340 with four case fans, the maximum temperatures at stock speed are between 40°C and 70°C.

The stock speed temperature appears acceptable, but it seems you lack significant overclocking margin. A range of around 4.2 to 4.4Ghz would be reasonable.
