It’s usually possible to achieve 30-50 frames per second, but for smoother play at 60+ frames, consider using an RX 570 with a CPU when targeting higher settings.

The sequence matters: first the Vega 8 and 11 drivers, then the motherboard chipset driver, and finally the AMD GPU driver which may handle features the Vega 8 drivers don't cover.

I just clicked the first link. It has auto-detect, it's recommended to use the optional settings, so I'll go ahead and download all three.
