I placed a pre-order for the new Deus Ex: Mankind Divided game but noticed a Collector's Edition will be available for $80 more. I don’t want two copies, so I reached out to Steam for a refund to my PayPal account. They said they couldn’t process it because I pre-ordered it a long time ago (October of last year), but they could refund it to my Steam wallet instead. If I accept the refund to my Steam wallet, is there a secure way to convert that to cash in my PayPal account? Any suggestions would be appreciated.

It wouldn't be necessary unless you're prepared for your bank to get involved. You might purchase keys and exchange them for PayPal, though you'll likely lose some funds in the process.

Purchase games and send them to friends using your Steam wallet balance. Then ask them to transfer the funds to PayPal instead of buying games yourself, avoiding direct payments to strangers. This way, you minimize risks and keep costs low compared to paying for keys from unknown sources.

Yes, another choice is to visit PayPal and request a refund for the item; as a consequence, Steam might simply take your game off its library or not. If you purchase the game using PayPal, that option becomes available.

PayPal allows the purchase of digital items, but you typically can't file a chargeback unless you don't get the product or someone else abuses your account.

I suggest reaching out to Steam and checking if they can offer it as a gift purchase instead of a personal one. I should mention that the Steam summer sale, reportedly leaked from trusted sources, is expected to begin in about a month. With $80 in your Steam account, using that amount could be a reasonable option.
