I've tried every GTA, Saints Row, City Car Driving, Farming Simulator, and spin tires game I could find. Now I'm looking for a solid offroad title with open world or sandbox features.
Far Cry 3 meets Fallout 3 in New Vegas, offering a sandbox open world experience similar to Clear Sky and Call Of Pripyat. It lacks cars, but the focus is on exploration and mod support.
