Emulators are fully acceptable. Getting your own BIOS is permissible when you possess the equipment. Removing your own games to your hard drive for emulation is okay since you own them. Maybe the disc is damaged and the console can't read it, but copying an image isn't a crime. Running an emulator with your own owned games to keep the hardware intact is not against the law. Sharing content meant for distribution is prohibited, though this falls under DMCA jurisdiction.

The problem lies not in the precise rules around copying but in how it's applied—downloading a game without payment is illegal and unethical, while using your own owned material, even if not perfectly compliant with the law, is fine.
