My RAM operates at 3000mhz, but it seems to expect a different frequency like 3100 or 3200. I can't start the system when the speed exceeds 3000.

You probably have a very good cooler suitable for some level of overclocking.
Can you provide a photo?
There is little danger with overheating.
The processor measures it's own temperature and will slow down or even turn off if it detects a dangerous temperature.
Simple clock rate overclocking is quite safe.
Where one might get into trouble is with fiddling with voltages or the base clock.

It works perfectly with the I7-7700K, even when overclocked.

This depends on your cooler's specifications. You can try adjusting voltage and other settings in MSI Afterburner, but make sure it matches the cooler's safe limits.
