I would use GIMP by searching online; it should appear with many features and a learning curve. There are plenty of YouTube tutorials and forum discussions available for guidance. If you prefer Adobe Photoshop, it offers various packages from beginner to advanced, though it can be costly.

Paint.NET is simpler to handle and launches quicker, whereas GIMP demands more effort and takes longer to start, but offers a broader set of tools. Both options are completely free.

Autodesk's Sketchbook Express offers a free version for Windows and Mac, plus iOS, at http://www.sketchbook.com/express. Many users feel a strong urge to upgrade to the Pro edition when launching the app, though it performs exceptionally well. It works beautifully with pen tablets, and I personally use an old bamboo stylus. Although this question has been addressed, I wanted to include it since it’s such a valuable feature that others haven’t highlighted.
