That's a 7-year-old CPU, so the PSU is likely the same age. Newer PSUs shouldn't wear out much, but it's possible if you upgrade the GPU without the PSU.

The issue began before upgrading to a newer GPU, initially as a troubleshooting step because the older GPU occasionally overheated (even after cleaning dust) and underperformed.

I would take apart the GPU and swap out the pads and thermal paste, then put together a brand new setup.
