I haven't found any mods or adjustments that specifically address the foliage aliasing in FO4 without using TAA.

TAA works well when paired with reshade to enhance performance—it reaches close to perfect AA. This is my recommended configuration for using TAA. It applies to all games that utilize TAA, so you can apply it across the board. Simply place the folder contents into your Fallout 4 directory where the EXE resides.

The issue with TAA affects SLI scaling, which is why you're interested in a solid alternative. You need an AA that handles foliage shimmer without sacrificing SLI performance.
