I own a Galaxy S4 (Snapdragon 600) and I'm still stuck on Android 4.3. When will the next carrier release it? (Never, I just flashed a ROM). What do you mean by rolling out? Google never truly stops updating. Think about it: if they released Android 5 today, you could still upgrade to it five years later. They won't delete the update from their servers if it's the latest version for your device. The rollout will happen quickly. EDIT: Updates tend to spread slowly—maybe only 30% of devices get it at first, then gradually reach 100%. Google probably expects this, since major bugs are rare.
