Hello, 3700x stock cooler 2080ti MSI gaming plus mobo was involved in a DDU uninstall of NVIDIA drivers, which caused a rollback to older drivers and resulted in power loss. After that, my PC would randomly stutter during games or videos and consistently showed low FPS. I reset the system, updated the BIOS, and the stuttering improved, but my Destiny 2 FPS remained around 110-130, which is still below optimal. Previously, all cores would boost to 4.0-4.1 at high temperatures, now only one core reaches 4.1 while others are between 3.0-3.7 with temps in the 40s. I ran multiple Cinebench R15 tests and achieved stable performance above 2000 with all cores at 4050GHz and temps around 70°C. It seems the CPU is behaving oddly during gaming, not due to overheating. I’ve kept all settings at stock and plan to clean the PC thoroughly before purchasing thermal paste.

Reset the CMOS fully. Adjust the power limit to maximum. Re-upload the drivers and attempt again. Did you overclock the system before resetting the CMOS?

You meant to restrict the maximum power usage, which is why you enabled PBO and increased RAM overclocking. This adjustment likely caused the performance gap between then and now.

Adjust PBO settings to 3600, increase FCLK and RAM speed for better Ryzen performance. Optimize power plan to max and push GPU limits as high as possible. Update drivers accordingly. Edited July 20, 2020 by TofuHaroto

You disabled NVIDIA drivers in safe mode, and the computer is restarting again after five minutes. Note: The system never completed the restart and displayed a crash blue screen with the "Driver Power State Failure" error.

I came home and applied compressed air to the entire PC, then added new thermal paste to the CPU. I booted into safe mode, removed the Nvidia drivers, encountered a blue screen during reset, so I switched back to safemode and reinstalled both Nvidia and Realtek drivers. After that, I reinstalled the sound drivers, and I’m now seeing higher FPS than I’ve ever had in Destiny 2. Thanks for your help!
