Your equipment should suffice for this. Does lowering graphics settings assist?

Hi. It doesn't seem to help. I've tried various resolutions and adjusted the graphics, but the results are almost identical. My FPS is maxed at 300. I recently reinstalled Windows 7. I was using Windows 10 before, but I'm trying Windows 7 Ultimate that I bought for my PC. I haven't tested anything on CS since then because I'm facing issues—after installing Windows 7 it doesn't update properly. The updates keep searching but don't find anything.
