I'm checking if DirectX 12 can help you get more frames on slower CPUs such as the FX 8350 or even a low-end Athlon X4 760K. It seems your brother's Athlon X4 760K might be limiting the GPU performance, but the GPU usage stays around 30-100% in Battlefield 4.

In theory, all CPUs gain from dx12, especially the slower ones. However, it won’t instantly appear in older titles, and the frame rates you see in modern games using dx11 won’t improve.

my brother mostly plays CSGO, so the GTX 560 should handle it well. In BF4 at 1080p low settings, it delivers around 50-60 FPS, which is acceptable.

The 760k isn't limiting a GTX 560 in BF4. I use a 6800k and an HD 5870, which often outperform the GTX 560 Ti while my 6800k keeps it at 99% usage in BF3 with only 60-70% per core.
