Hello everyone, I thought I’d share this because I suspect I’m not alone in facing this problem. My setup includes an AMD 5900x, Asus TUF 3080, Gigabyte Aorus Ultra x570, Gskillz 64GB RAM at 3600MHz, a 2TB Samsung M.2 drive, a 750W power supply, and a custom Waterloop case. Currently, my 5900x only reaches 0.5GHz under load like gaming, while my temperatures stay between 34-38°C during idle. I’ve tried updating the BIOS, changing chipset drivers, switching to a high-performance power plan, verifying all PSU connections, and confirming RAM compatibility. Unless there’s a hidden feature on my motherboard slowing things down, everything seems fine except for the CPU speed. I’ve been waiting months at Microcenter to get these components and have invested a lot of effort into this PC—my first motherboard (X570 Tuf-Plus) even failed multiple times before. I’m uncertain what’s wrong with my system, but any advice or help would be greatly appreciated. I’ll share photos of the build once it runs smoothly.
It might be because your PC is overheating, causing the CPU to slow down its clock speed to prevent damage. You could also attempt a full re-clock to 3.7 GHz with all cores and boost at 4.8 GHz if you're confident it's safe. Avoid this setting if temperatures reach around 50°C during heavy use.

I've faced the same problem with my 3700X before. The issue was cores stuck in sleep mode instead of waking up properly at boot. I resolved it by turning off all fast-boot options in both BIOS and Windows settings. Since then, I haven't had this trouble again.
