That's typical behavior. Your CPU runs at around 4.2 when idle, and under load the clock speeds decrease slightly as temperature rises. It's normal for this to happen. I suggest checking the voltage it's operating at—stock values are quite high. In my experience, it was about 1.42V at idle, which generated a lot of heat. Even with stock cooling, you might want to consider some overclocking to reduce thermal output and improve performance.

It's not happening. Your CPU is running at just 7% usage, and only a couple of cores are being utilized.
