He had a 390 that died, so he replaced it with an old sapphire 280X and set the MHz to 870. I've performed a clean driver install, but I can't adjust the MHz using Crimson, CAM, or MS—it appears it's fixed at 870 MHz. Any assistance would be appreciated.

Hmmm, maybe clear the CMOS and check for updated bios for the GPU or Mobo.

This task involves software-related actions. Remove all GPU software you own and execute ddu once more.

ok will do. it there a thread on how to completely uninstall GPU drivers?

It'll be software related. Uninstall every gpu software you may have and run ddu again.

Install the ddu tool from the provided link. After that, enter safe mode, execute ddu, choose Amd, and allow it to uninstall and restart.
