I'm completely new to overclocking, so please be patient.
What makes your CPU and MOBO a suitable or reasonable choice for overclocking?
Your current specs are: AMD FX 8320 BL EDITION, ASROCK 970 EXTREME 4, COOLER MASTER SEIDON 120 V VER 2, SAPPHIRE R9 390 NITRO 8 GB, 12 GB RAM, PSU COOLER MASTER B600 VER 2.
Your target is to reach 4.0 stable.
Where should I begin?

Asrock boards are generally suitable for overclocking, but if constructing a new system, I would opt for Intel. What budget are you considering?

Mine operates smoothly at 1.32v on a 4.0 OC, seems like a good beginning.
