I've been working with this issue for a while now, roughly a few months. Around the summer, I installed an NVIDIA driver update with GeForce Experience, and the problem began to appear. It shows up in games and videos, only as visual glitches. I've tried several fixes—reformatting the system at least twice—but it keeps happening whenever I update my drivers. It doesn't occur when the driver is removed or even during a mid-clean install through GeForce. The worst part is, I can't seem to resolve it even after a full clean install. To illustrate the issue, I made some swirls in a drawing program; here are some pictures for reference. I'm generally comfortable with PC setup, but I'm not at the level of many others, so I thought it would be best to ask for help instead of giving up. Thanks ahead!

PC Specs: Windows 10 64bit version 22H2, Intel® Core™ i7-6700K CPU @ 4.00GHz, 4008 MHz, 4 cores, 8 logical processors. NVIDIA GeForce GTX 1070 BIOS (dated 2018-03-15). Legacy Mobo STRIX Z270E, gaming RAM 32GB Trident Z RGB at 3000MHz (4 slots of 8GB). OS Drive: Samsung 960 EVO 250GB.

The "clean" update showed progress, but the other version is now my usual state.

Have you attempted to run a complete DDU on your machine? There could be an issue that isn’t being properly cleared during a reinstall, which DDU might resolve.

I set up DDU and entered safe mode, performed a fresh installation using the default options, and it booted up again after Windows completed its driver setup. When I tried the setting that turns off Windows' automatic driver, then reinstalled via GeForce again, the issue returned. I wasn't aware of DDU before, but your tip was helpful!
