Hello! The frequent stuttering you're seeing could stem from several factors. It might not be the frame rate itself, as some games like Roblox or L4D2 also show high FPS. Your setup includes an I7 7700 1070 OC with 16GB RAM and a Philips 22pfh4000/88 monitor at 60Hz via HDMI. Check for potential causes such as driver issues, graphics settings, or background processes affecting performance.

Ensure you have the newest drivers installed, consider moving games to an SSD if needed, monitor CPU activity, and undo any overclocking attempts.

I own two Sandisk 120G low-end SSDs for gaming. However, Minecraft seems to be using a Samsung M.2 slot, which might not be the issue. The 7700 can't be overclocked as far as I understand, and the GPU is default OC-enabled. Nvidia drivers and Windows are current. I plan to try Afterburner since it's a MSI card, possibly helping with stability.

Yes, it seems to be stuttering rather than tearing.

I wrote stuttering holy... Yeah, it hurts. It’s tearing.

Adjust for smoothness by using VSync or capping the frame rate at 60fps. I believe limiting to the highest consistent fps would reduce tearing and make the experience better. It might also appear more natural if it stays steady.

Tearing occurs when your monitor struggles to match your PC's refresh rate. V-sync or frame cap should resolve the issue.
