I purchased a GPU from a friend a few months ago, specifically an ASUS RTX 2080 Dual OC 8GB. Now, after four months, it’s not performing well. Initially, I experienced black screens and freezing, requiring a forced shutdown. After a factory reset, the issue persisted, especially before the reset. Previously, I played at 1080p with high settings and 240fps or more; now, even with the same settings, I’m struggling to reach 30 fps. According to GPU-Z, the GPU load, fan speed, memory clock, and GPU clock are all at zero. I used a 1050ti with identical settings and achieved about 200fps. It’s concerning that my specs remain the same yet performance has dropped significantly. I’ve tried various solutions online, but nothing seems to help. Please let me know if you can assist.

I checked and cleaned the entire GPU, swapped out the thermal paste, and cleaned the fans. The fans spin when I start windows but not during rendering or gaming. With 100% usage and low FPS, the GPU only uses 40 to 55% on a 1050ti. Are there other options?

It seems the available tools can't display clock information. Low temperatures in furmark on such a card, along with poor performance, suggest it won't reach the 3D state and will stick at around 140 MHz in 2D mode. It should easily increase to 1800 MHz or higher right out of the box. I wouldn't consider 44°C as a high idle temperature—many modern cards reduce fan speed during idle to cut noise, only turning them back on when a certain temperature is hit. On my older 1060, it was at 40°C, but I adjusted the curve to set a cutoff at 45°C to avoid constant fan switching. I’d prefer setting the fan to full speed just to ensure optimal cooling and test more tools to find one that reports clock data, then run benchmarks or games where performance is known. Things like 3DMark would be useful; a 10700K/2080 combo should yield around 11000 points in Time Spy, 6600 in Port Royal, and 24000 in Firestrike. Your setup should fall within that range, possibly with a ±10% variation, which is a practical feature for synthetic tests.

Also, regarding the Sfc /ScanNow feature and the fans responding even in edle state at around 35°C, I noticed similar results.
I've tried other tools but haven't seen the same GPU clock or load indicators.

When you unfold the result details, it shows how similar systems operate. Notice that prominent peak around 12000 indicates most of the 10700K/2080 systems are there. Both GPU Tweak and HWiNFO report 705 MHz, which seems to represent a typical "multimedia" setting. Experiencing video playback on dual high refresh monitors, struggling with desktop windows and similar tasks, is common. I don’t own a 2080, so I’m unsure of the precise MHz for that card. It might be useful to reinstall the graphics driver, as something could be blocking it from functioning correctly.
I discussed this with a friend and mentioned the GPU was used for mining, but I’m not sure. Also looked up and confirmed the base clock is 1515 MHz, still trying to understand why it’s half of that. Just ran a DDU and got the same results. Should I update the GPU BIOS? I’m not sure what else to try.
EDIT: Fans stopped working again, this is really stressful.
