All operations at elevated levels
It seems you're experiencing performance issues with limited RAM. You currently run on 4GB while using multiple apps, and you're considering upgrading to 8GB for better multitasking.
It's quite surprising. My GTX 970 often hit 300MHz and would freeze, even after restarting the PC. I had to perform a DDU and reinstall drivers, but everything worked afterward. At 324MHz you'd be fully utilizing the GPU and achieving around 20% of its potential performance.
Is there any process running in the background? I’m unsure how much CPU BF2 uses, but I’m pretty sure it won’t push an i7 to its limits, especially with a 970 processor instead of a 1080 Ti. Open Task Manager to see if anything unusual is active and let me know. If it doesn’t help, a fresh Windows install might be the best solution.

40% memory usage seems reasonable. The task manager will show you which parts are using the most. Regarding CPU and GPU, they often run at higher than usual levels during certain operations. What you're asking about "normal percentage" refers to typical usage during everyday activities, while a "task" is any specific process or program running on your system.
