Hard work and persistence paid off. I struggled a lot when I first moved to PC gaming, but now I consistently land headshots about nine times.

Which FPS? Each title manages aiming uniquely. (For instance: Battlefield includes bullet drop, while Counter Strike demands adjusting and other methods)

Increase the sensitivity beyond your current setting, test a few rounds, then return to your original level. Fire intensely while aiming. Avoid aiming first, then manually align your sight on the target—aim to center it near the screen before locking in. (In CS mode, aiming down sight isn't possible except for a few weapons.) For BF4, modify your aim sensitivity and hip fire sensitivity so you can use a lower setting when aiming down sight.

Minimize the response as much as is feasible.

It's better to have lower sensitivity.

I tried it. It's wise to reduce your sensitivity to almost a painful degree before increasing it again. Lower sensitivity helps you make more precise mouse movements. Too high sensitivity just leads to laziness.
