I own a 4790k that's been boosted to 4.6ghz with liquid cooling and it performed perfectly. After a full Windows reset, Prime95 crashes right away when I start it. Before the reset I was using Prime95 in small mode, AVX turned off, and everything matched the settings before the crash. Stress tests like Furmark ran smoothly, temperatures stayed under 75°C, and no changes were made during the reset. The issue isn’t temperature, hardware, or BIOS settings—just something else is interfering.

Did you restart or perform a clean installation? Perhaps a full reinstall would be better (no reset/repair) and we can check if it resolves the issue. It might just be a coincidence, so try adjusting your settings slightly. Also, consider checking the power supply unit.
