I set up my PC to shut off the screen after three minutes of inactivity. Once the monitor turns off, the CPU 5600x on B350 motherboard kicks its fan up right away. I’m puzzled because this shouldn’t reduce strain on the GPU or CPU—it should ease the load. Why does it spike instead of calming down? Here are some details: Windows 10 x64 Home R5 5600x B350 MSI Tomahawk 16GB DDR4 @ 3200Mhz, RX5700XT MSI Gaming OC, Corsair PSU 550W with one NVMe and two M.2 drives.

The operating system and certain programs will use this time to perform maintenance tasks that could slow you down while you're focused on work. If the issue persists, it might indicate malware trying to hide by exploiting this idle state.

You're possibly onto something with that Kilrah comment. It seems the fans do calm down eventually. Probably just the cost of using low-quality software. I'm saying thanks for the suggestion. Windows is tough, but Linux gaming is coming fast.
