I haven't attempted to remove the CMOS battery yet, but I've connected the pins directly. I'll refer to the manual for guidance and retry.

Old bios wouldn't work with the 5800X3D. I refreshed it last night keeping the 3600 in mind.

Likely the motherboard. The same issue occurred with me last month after upgrading the CPU—now it won’t power on at all, though the RGB lights were still active. I followed all the advice from YouTube, including CMOS and RAM cleaning, but nothing helped. Eventually, I replaced the CPU and swapped out the old motherboard; it worked for me. Consider trying a different motherboard next time.

The new motherboard is still showing the same problems. Connecting the front panel and shorting the power switch pins doesn’t help. The PSU seems to provide enough power for the fan during testing, but it’s not supplying enough to run the whole system.

Long shot, but perhaps another issue is at play—like a short in the GPU power cables or a SATA device. I tried connecting just the motherboard, nothing else works. Have you got an older CPU, such as the 3600, to see if the system boots up without any connections (no GPU, etc.)?
