This situation is quite detailed. I initially got a 3090 on the day it was released. It worked fine for a while, but later games would crash after a short time, sometimes even causing a blue screen. I returned it for repair, which was fixed after about a month, though only temporarily. Then it stopped working altogether, requiring several tries to turn it on. After another RMA, they told me the card was permanently damaged. Eventually, I bought a new one.

While using my replacement, I ran stress tests on RAM, CPU, motherboard, and everything functioned properly. Now the new 3090 is causing the same issues again. My guess is either the power supply is faulty or it’s drawing too much power. I have a 1000W quiet PSU, but I suspect the USB devices, water cooling, multiple drives, NVMe SSD, RAM, and graphics card might be consuming more than recommended. Theoretical usage should stay between 85% to 93% of the PSU’s capacity. Anyone have any thoughts?

The 3000 series tends to increase power needs, suggesting a PSU upgrade is necessary. If you're prepared to invest in a 3090, pairing it with a 1300-1500W PSU will be sufficient.

Even though a 1000W power supply might appear sufficient and operate near 90% capacity, there are occasional surges like 500W instead of the expected 400W. These spikes will trigger the OCP (overcurrent protection) of your PSU. Consider upgrading to a 1200 Watt unit for better reliability.
