Did you adjust anything related to the CPU, such as taking out the cooler? The first step would be to reset the CMOS (reboot the BIOS). If you can't reach the jumper, simply remove the CMOS battery for a few minutes while the PC is off.
Hi, I'm not sure if this helps, but I've tried one stick in slot 2 and the PC didn't start at all. Then I swapped it with the other stick in slot 2, both running as the only RAM sticks, and it booted normally. Does that suggest the issue is with that stick?
I faced the same problem with Corsair LPX 3600—only one stick worked out of two, and that only when using two packs. I ended up saving one from each pack and sent the rest back via RMA. With a 3900x and an x570 motherboard, you might try swapping RAM to another brand.
