It’s likely your CMOS battery is dead after a power failure. Certain motherboards behave oddly when this happens, and some may cause the system to restart repeatedly. Try swapping it out to check if the issue resolves.

I didn't mention it before, I've already attempted a complete CMOS reset—keeping it off without power for an hour and holding the power button for 30 seconds. I also tried using a fresh CMOS battery, but the issue persists. Still, it should boot after resetting the BIOS each time. However, it only starts when I keep the reset/reboot button pressed for 10 seconds while it tries to load.

Sometimes a dead CMOS battery can stop a device from working. This isn't very frequent, but it does occur. Even after replacing it with a new one, the issue persists, making it a peculiar situation.

I verified the battery voltage at 2.7V and swapped it with a 3V unit to observe changes, but the issue persisted. The POST loop continued functioning after holding the reboot button.
