There is no reason to get a Z490 board on a CPU you can't overlock. Get a B460 or B560 chipset. The Hyper 212 Evo is outdated and at that price it's a joke. At least get the newer Hyper 212 Black, or something like the Arctic Freezer 34. You now have no SSD at all. I wasn't saying don't get an SSD, you absolutely should get one, just not the A400. Case is much better.
I'm puzzled about the switch to AMD. The 10400F is fine as is. However, if you're sticking with AMD, the 3600 seems quite expensive—originally priced at $200. You could find a better option like the 5600X. With that processor, you could also use the included cooler and upgrade later if needed. I suspect WD recently altered the SN550 in some way, which makes me cautious about that path. Others might have more useful insights now, given the recent changes across brands making similar adjustments without clear documentation.

If you're looking for an AMD option, you're likely getting a significant discount, often around $300 for a 3600. The high price on PCPartPicker usually comes from limited stock and third-party sellers. A newer 5600X model is available at a better price, and the 970 Evo Plus offers decent storage but could be swapped for something similar at a lower cost. You also moved up from 1TB to 2TB, which might not be worth the extra expense.
