I’ve set my maximum spending limit at 800, not 400 – seriously!

There are several problems with this compilation.
The power supply unit is significantly substandard; it’s truly dreadful.
A GeForce GTX 1050 Ti in a $800 computer build? Absolutely not.
You can obtain Windows 10 affordably or perhaps without cost, therefore I wouldn't advise spending $100 on it.

Can a 600-watt supply reliably handle everything without issues? I'm worried about insufficient power—I’m accustomed to systems with at least 700 watts, and I suspect I’m unnecessarily anxious.

Nvidia indicates that a typical setup featuring a 1660 Super would operate using a 450-watt power supply; a robust 600 watts offers ample headroom. Contemporary personal computer components tend to be quite energy-conscious.
