I have an Intel® Core™ i9-10900K CPU @ 3.70GHz, upgraded from a 3070 ti to a 5080 because the 90s don't exist and I'm not seeing a noticeable FPS boost in games at medium settings (1920 1080). I'm wondering if my CPU is limiting performance or how I can check this. I thought the 5080 would be about ten times faster, but I was hoping for more than a tenfold improvement. Should I upgrade my CPU or overclock it? Please advise, and thank you.

Just upgraded from a 3070 Ti to a 5080. Did you run DDU to eliminate all GPU drivers (Intel, AMD, Nvidia) in Safe Mode? Then manually install the newest GPU driver from Nvidia's support site using an elevated command, such as right-clicking the installer and selecting Run as Administrator? When sharing a troubleshooting thread, it's standard to provide your full system specifications. Please list them clearly: CPU, CPU cooler, Motherboard, RAM, SSD/HDD, GPU, PSU, Chassis, OS, Monitor. Also include the age of the PSU along with its make and model. BIOS version for your motherboard at this time.

I would say your CPU is starting to hold you back. Frankly there is no reason you shouldn't be able to do ultra 1080p with that GPU, which would help alleviate said bottleneck, but it will still be present. What is the speed of your ram? It can also be holding you back if it is slower ram, and/or XMP is not enabled.
You have some upgrade options, but it depends on your budget.

As long as your video card is getting all 16 lanes of PCIe from the primary slot the CPU is the most likely suspect for performance limitation.
