It doesn’t seem there’s a CPU in your budget capable of significantly boosting performance or efficiency.

I wonder why there are so many improvements; a Ryzen 3 3100 matches the number of cores in my 7700 and might even outperform it.

Maintain the same number of cores and threads, though performance drops slightly. The 7700 remains suitable for now; new items are expected soon, and we'll monitor price adjustments.

Reject this upgrade idea. It’s not worth it—this is more of a side project. Hold off until Zen 3 comes out. Unless you really need it now, the 7700 should suffice.

As others mentioned, it’s not really an upgrade. At most it’ll match you, but often it’ll be just a bit behind. Still, it looks like your budget won’t cover a 3100 and a motherboard either.

Based on my observations, it's hard to decide which option stands out best. The numbers you mentioned range from 3600 to over 3700x, making comparisons tricky. For real-world use in gaming and editing, performance depends more on specific tasks than just the base number. If you're looking to upgrade within your budget, consider testing each model yourself to see how it handles your needs.

I don’t have direct experience with these processors, but based on the reviews and benchmarks I’ve noticed. In games, the 10400 and 3600 often take the lead, while the 3700x edges ahead a bit more. The 10600k is slightly quicker, then the 10700 which again edges out, and finally the 10700k. With light overclocking, the 10600k can match or beat the stock 10700k. I wouldn’t suggest purchasing a locked (non-k) Intel CPU. For tasks needing many cores and threads, performance tends to favor 10400, 10600k, 3600, 10700, or 10700k—though I’m not sure which is best here, it might be the 3600. The 3700x also shows promise. You decided to upgrade your current i7-7700. It’s fine to go ahead with the purchase, but consider any changes you might need before buying.

It should definitely function. But think about waiting until later this year for the Ryzen 4000 release since it might offer better value.
