Turn off the internet connection, then perform an antivirus and anti-malware scan. It may not be the issue, but it's safer to be cautious.

You want to access the UAC dialog for YES or NO to launch a program. Type "UAC" into the Start menu and it should appear with this setup. It isn't enabled by default, but appears a few levels above, showing a halted dialog box for Yes or No when running most tasks. I've turned it off on my PC, which surprised me since I recalled it at 2 AM, but the description provided was sufficient.
