I don’t know much about PC fans, but you can run your Arctic P12 PWM PST in DC mode to stop it from spinning when the PC is idle. This applies only to the case fan, not the CPU fan.

You may run it in PWM mode for better performance. The fan should support a 0db setting, and in PWM mode it should shut down when the level drops below 5%.

Any decent fan program can stop the fan when the temperature drops below a specific level.
