Windows 8 and 10 allows DPI adjustments per monitor. Right-click your desktop, choose "Screen resolution." A panel appears. Click "Make text and other items larger or smaller," then adjust the slider. Under it, you can select DPI settings for each monitor (using Windows 7 engine) or per monitor. Press Apply. Restart your system or sign out/back in to save changes. Otherwise, changes may not show clearly or look blurry.

I'm sorry to hear that. By default, Windows 8 chooses the optimal DPI for each display based on its resolution and size. You can't set a different DPI per monitor manually. I'm not sure if Windows 10 has improved this feature, and I don't have a dual-screen configuration.

Can't manage DPI settings, but you can use DisplayFusion to adjust the second screen task bar and customize fonts.
