The 8600K limit is reached because of the silicon lottery. A fixed 1.3 v with 4.8-4.9 GHz is fine. The oscillating Vcore comes from the VRMs, unrelated to that issue.

I don't agree. The temperature rises significantly without the Asus multicore enhancement. It's possible that this feature helps stabilize the vcore and prevents excessive voltage fluctuations.
