Could I adjust the CPU's clock speed manually while keeping the voltage set to auto? I own an ASRock Killer SLI/AC motherboard with a Ryzen 7 1700 on BIOS 5.10. Is this referred to as CPU core ratio? If yes, it seems unavailable.

I’m not familiar with ASrock high-end MBB voltage controls, but you can achieve similar results with ASUS, MSI, and Gigabyte. If you have a voltage offset issue, you might consider overclocking via power states—there are many forums and guides on the subject. Using those power states allows you to set an idle state with lower voltage while letting another state handle overclocking. However, the AMD CBS requires the voltage offset to function properly.
I can confirm that many ASUS motherboards allow you to keep the voltage at auto while still enabling manual CPU overclocking. Typically, this involves adjusting the "ratio" or "multiplier" setting.
