Yesterday I added a Core 2 Quad Q8300 to my secondary system (it isn't used for heavy gaming). I attempted to overclock it, but the maximum I achieved was 2.55Ghz from 2.50Ghz. Increasing the FSB wouldn't help and it froze in Easy tune 6. I also tried the BIOS settings, but the computer still wouldn't boot. Earlier, I had a Core 2 Duo E7400 that I could overclock to 3.6Ghz from 2.8Ghz, so why isn't this processor reaching higher speeds? The PSU is a Foxin FPS 800. With a Gigabyte G41 M-Combo and 4 GB DDR3 RAM.

Chip lottery. A processor is only assured to function at standard rates. No guarantee of overclocking.

The focus isn't about that. I'm wondering if someone on the forum mentioned that Q8300 is a very good overclocker, but I can't make a big FSB change. Why is that... And could I do more upgrades?

The chip lottery is the key factor. A single Q8300 might reach 4.2 GHz, while another Q8300 cannot hit 2.6 GHz. Overclocking doesn't always work as expected.

Based on what you've said, it seems the answer varies depending on the chip, with some being able to reach a large overclock range while others aren't. Are you sure?
