It seems there might be a concern about reduced cooling performance in smaller coolers. Lowering power or temperature could help address the problem.

PBO and CO are recommended for all Ryzen processors. Reducing temperatures and power consumption, even slightly, aligns with maintaining performance without any trade-offs.

Based on my observations, my 9800x3d maintained 5.2GHZ in CineBench even with stock settings, but experienced elevated temperatures. Running at -20°C for the core without any additional cooling significantly reduced its performance, allowing me to sustain low RPM on my AIO while keeping temperatures around 70°C.
