You can adjust the resolution of your Acer Predator X38 UltraWide monitor to 3840x1080. This will lower the frame rate to match your preference.

Yep, of course there is a way, but you should be aware that the quality will fall down a little bit. What graphics card do you use? If AMD: https://www.amd.com/en/support/kb/faq/dh-005 If NVIDIA:
