Well, aside from a poor mount and everything else, it seems you might be dealing with a faulty silicon setup. Tech Jesus did a great job explaining the ventilation issues, so keep that in mind.
Check the tubes by touching them. If both are cold, it means you're not sending hot water to the radiator.
Supposedly its just a hot CPU, but I cant make that call as I have never ran one. I almost bought one just to see what the fuss is about, but that would be silly. Do you feel any vibration, a hum something to let you know things are working ok? Are you exhausting internal case air through the rad or are you drawing in fresh outside air? To be fair, things sound about right if you have a 27c ambient. With my 5600X I see a 70c load with a 20c ambient during a load from OCCT, large, extreme, avx2 setting with an all core clock of 4700. With my 5900X and PBO it was boost to and run at ~4750 with the same OCCT settings and same air cooler @ ~21c ambient with 70-75c temps on CCD's. I'm still on my first coffee some of those numbers might be off a degree or two.
