Hi, I tried updating the BIOS and adjusting the core ratio limits, but it still caps at 3.6GHz. Could there be another setting causing this issue? Thanks for your help.
Take a picture of the bios screen where you have entered in the max core multiplier. Just switch to the tab and snap a picture.
Also, I need you to take a look at the box and if you have extra thermal paste around, take the cooler off and look at the chip. Make sure it isn't an improperly boxed 7700 standard model. If you don't have extra thermal paste try looking through the bios. This sounds like a standard 7700 because those are locked no matter what you do.

This doesn't align with the problem you mentioned. It wouldn't work at 3.6. However, it did affect overheating on this processor, making it impossible to handle such situations unless I reset it.

I can handle 49 at 80c using a H115i and 1.325 voltage.
Delidding could help a bit, but if you're open to the risk, go for it.

The issue is clear—I don’t want to delid it. It’s too dangerous for me right now, though I do have a coolermaster master air maker 8. Even without overclocking, I still see temperature spikes from the mid-30s up to high 40s or even 50s when idle, and those spikes get worse when I overclock to around mid-60s low 70s.
Uncertain about the spikes during idle. My jump from 26 to 40 at idle changes based on background apps. When loading, those temperatures aren't too high for an overclock.
