I've adjusted my CPU using the same 212 Evo cooler and ASRock 97 Pro3 motherboard. Previously, I upgraded the 4690K to 1.305V and 4.7GHz with a max temperature of 75°C. Now, with the 4790K, I hit +90°C on core number one while keeping the stock voltage at 1.145V but reaching 4.4GHz. Per core it drops to about 8 cores per thread and around 54°C. I swapped the 212 twice; one mounting bracket came loose, so I switched from Hyper Fury to Hyper Beast RAM. Thanks for your time.
What kind of paste are you asking about and how long has it been made?
I’d evaluate it by comparing both sides manually using a tool. The force involved is significant.
Ensure the backplate aligns properly with the board and secure it firmly. Once the 212 is snug, clear any residual paste from the cooler and CPU. If you replaced the paste, use a paper towel to remove it and place a fresh dot in the center of the CPU.
I recall the 4790k was recognized for its high performance. Searching online for terms like "4790k running hot" or "4790k overheating" shows recent discussions spanning several years. It has consistently been a challenging component, pushing hardware limits. If you intend to boost its speed, I suggest using fresh paste and a more robust cooling solution.

Run tests on Cinebench R15, R20 or R23 with HWinfo64 for temperatures, which will yield the highest values.
It's probably fine if you wait for a better CPU cooler. However, I don't have personal experience with this CPU. I assembled a PC when they were just released, and after noticing the 4790k would overheat, I chose a locked 4690. It handled my gaming tasks well and stayed cooler.
