I just solved that issue on my 3600/B450 Aorus M/3070 yesterday. What kind of motherboard are you using? I cleared the CMOS and reset everything, then made sure to turn on 4G decoding and Resizeable BAR in the BIOS after clearing the CMOS.

You didn't specify, but you need to install your OS via UEFI to activate the above 4G decoding feature (which enables the resizable bar).

Check GPU-Z to identify issues. It appears under advanced > PCIe Resizable BAR.
