The Pentium 4 is a processor that's been around for about two decades. A lot has happened since then. @BaconDeath isn't trying to speed it up; his CPU is fixed and can't be overclocked. He's aiming for a lower speed to keep things cooler. Intel has been using SpeedStep to manage CPU performance for over 20 years. If Intel and Microsoft can reduce the speed further, it's considered safe.
