since this asus x542un has a basic cooling setup, I believe cleaning it won't fix the issue. i've disabled turbo boost at normal speeds and it still works well, but if it's possible to cap it at 2.2ghz, i'd be happy to try.

You can use ThrottleStop instead of XTU for more control over turbo boost. It lets you adjust the boost level as needed and lets you switch between profiles smoothly while playing. Intel's 8th Gen mobile CPUs offer great flexibility. https://i.imgur.com/eo0J744.png

Many individuals globally rely on ThrottleStop daily, especially on their laptops. It was created to assist users with laptop issues. What do you understand others might not know?

You can try using it directly, but there aren't many guides or tutorials available online. Start by exploring the official documentation or community forums for support.

The Pentium 4 is a processor that's been around for about two decades. A lot has happened since then. @BaconDeath isn't trying to speed it up; his CPU is fixed and can't be overclocked. He's aiming for a lower speed to keep things cooler. Intel has been using SpeedStep to manage CPU performance for over 20 years. If Intel and Microsoft can reduce the speed further, it's considered safe.

Open the FIVR window and adjust the turbo ratio limits as desired. There are many YouTube videos to choose from.

You can adjust the values either by setting them individually or by configuring the maximum settings in your system. Check your BIOS/UEFI for options to tweak clock speeds, or use the motherboard's BIOS menu to set a target frequency.
